FOSTI F31 steering column: the photo marks: 190 mm tube length and 165 mm bridge width.

• We measured: in the photo, the tube is tilted about 14 degrees, and the 190 mm bracket is drawn vertically — from the top of the tube to the bearing ring. So it measures the height, not the length along the tube itself; that length is somewhat greater
• The 165 mm arrow runs across the lower bridge, from one fork-leg hole to the other
• The second photo shows the bridge from above: you can see two round holes for the fork legs and a central hole for the tube
• The photo shows that the bridge is cast with lugs and bolts, and a bent bracket is attached to it
• The whole column is replaced: a bent tube cannot be straightened, because it runs through two bearings in the frame
• It is time to replace it when the tube is bent, when the thread is stripped, or when the bridge's lug is cracked

To be straight with you: the maker did not mark the diameter of the fork-leg holes.
